How to answer a discuss question psychology postgrad

I have an essay question with the statement saying something has distinct social consequences. Discuss with reference to theory and research

I've really confused myself on how to answer this question. I know discuss usually means to take into account different aspects of a debate or to give reasons for and against but the essay is about bullying and i dont really know how there are two sides to debate.

Does anyone have any tips and advice on how to interpret this question/ what they are looking for because im really confusing myself.
